Supply teachers and temporary staffing (STaTS)

New framework from 1 May 2026

A new Government Commercial Agency (formerly Crown Commercial Service) framework for agency supply staff will launch on 1 May 2026.

The new framework agreement includes the DfE negotiated rate card which will provide significant savings to schools. From September 2026, Academy Trusts must use the new framework as per the 2026 Academy Trust Handbook.

Use the existing GCA framework below to procure supply staff before 1 May 2026.

What it offers

• ability to find and hire a worker using an agency
• hire of a specific person using an agency (nominated worker)
• a managed service provider who will take on your temporary staff needs
• breakdown of rates agencies charge
• downloadable shortlist of agencies based on your needs
• calculation of the maximum you could be charged to make your agency worker permanent

Benefits

• transparent mark-ups
• avoid temp-to-perm fees
• completed background and safeguarding checks

Independent schools (for-profit) cannot access the deal.

All frameworks also offer:

• compliance with the relevant procurement regulations
• suppliers pre-checked by the approved framework provider
• pre-agreed terms and conditions
